Hydrogen-rich coke oven gas and flue gas generated by high-temperature pyrolysis are used as a hydrogen source and a heat source for medium-and low-temperature pyrolysis of coal; a part of gas generated by the medium-and low-temperature pyrolysis is preheated by high-temperature red coke to formheating raw gas for the high-temperature pyrolysis process; and the remaining part is used for hydrogen production, and is used as a hydrogen source for pyrolysis tarhydro-treatment to produce high value-added oil.
