The method comprises the following steps: dispersing activated carbon with a particle size larger than 0.1 mm and a modification aid in water, and grinding the activated carbon into particles with a particle size smaller than 10 microns through wet grinding to obtain the modified activated carbon slurry, wherein the total mass of the activated carbon and the modification aid is 5-50 mg per milliliter of water, the mass ratio of the activated carbon to the modification aid is 1: (0.01-2), and the modification aid comprises the following components in percentage by mass: 30-70% of hydrogen peroxide, 5-15% of a copper salt, 10-20% of ferrite, 10-20% of a manganese salt and 5-15% of carbonate.
