The moisturizing or anti-atopic composition according to the present invention has low cytotoxicity, and also has an anti-inflammatory effect, an increase in the amount of moisturizing factors, an increase in the amount of skin barrier enhancing factors, and an activity effect of inhibiting the generation of atopic factors.
