According to the method, different physiological properties of filamentous bacteria and zoogloea bacteria are utilized and an anaerobic hunger treatment manner is carried out on bulking sludge, therefore, a large number of filamentous bacteria which has large surface area but poor storage ability die, zoogloea bacteria which has smaller surface and excellent storage ability survives through degradation for utilization of polymer in cells when in hunger state, so that the problem of sludge bulking is solved efficiently and the cost is low. The method comprises the following steps of 1. cutting off inflow source for stopping dissolved oxygen supply; 2. keeping the system in continuous anaerobic hunger stirring state for 3-10 days; and 3. running the system in an aerobiotic state or an anoxia state alternately so as to recover the sludge activity and nitrogen and phosphorus removal ability rapidly.
