The manufacture method comprises the following steps of impurity removing, loading, superheated steam cooking, inert gas cooling, low-temperature vacuum drying, low-temperature ultrafine grinding, powder sorting, blending, vacuum packaging and low-temperature storing. High temperature and steam protection effect of the superheated steam cooking are utilized to improve content of soluble cellulose and at the same time reduce oxidation of nutrient substances.The used low-temperature vacuum drying improves antioxidant activity by 70% compared with hot air drying and saves time by 60% compared with freeze-drying; and by using a protection characteristic ofinert gas, the low-temperature ultrafine grinding is reduced in loss of nutrient components, improves product antioxidant activity by 40% compared with common vibration grinding, and enables particlesizes to be about 0.1-15 [mu]m. After the vacuum packaging, shelf life of the sea rice bran powder at 0-7 DEG C exceeds 16 months.
