The invention provides a cold-resistant anti-UV low-smoke halogen-free flame-retardant sheath material which contains the following components in parts by weight: 100 parts of polyethylene resin, 50-150 parts of EVA, 15-25 parts of a compatilizer, 35-50 parts of a flame retardant, 0.1-0.4 part of an antioxidant, 0.5-1 part of a dispersing agent, 0.03-0.08 part of an anti-UV absorption agent, 2-3 parts of carbon black, 0.1-0.4 part of a metallic ion inhibitor and 0.1-0.6 part of a lubricant. In the invention, the components are mixed in a plastic high-speed mixer, plasticized and granulated in a plastic extruder and then subject to secondary processing by a wire and cable plant to finally obtain the wire and cable products. The obtained wire and cable products have the advantages of excellent heat resistance, high mechanical strength, stress-crack resistance, flame retardance, thermal deformation resistance, weather resistance and other comprehensive performances as well as environmental protection and no pollution, thus protecting health of production personnel and prolonging the service life of the product.
