The preparation method comprises the following steps: weighing the components in weight percentage, uniformly mixing, and regulating the water content; covering the pile surface with a straw layer, fermenting at normal temperature, maintaining when the pile temperature rises in two days, turning the pile every two days, and supplying water; and drying and grinding the matured materials, and filling bags to obtain the soil conditioner.
