The method comprises the following steps: collecting manure generated in the livestock and poultry breeding process, sprinkling a highly-efficient, green and environmentally-friendly chlorine-containing disinfectant to sterilize the livestock and poultry manure, mixing the sterilized manure with a livestock and poultry composite starter according to a mass ratio of the manure to the starter of 10000:1 through using mechanical stirring, fermenting the manure at 18-25 DEG C, heating the fermented material to 70 DEG C, repeating above steps, and processing the obtained decomposed fermentation liquid to obtain the organic fertilizer. The method has the advantages of short time, moderate highest temperature, neutrality of the liquid obtained after fermentation for about 7 days, no stink, realization of indexes meeting liquid fertilizer standards, and high successful rate of the fermentation process.
