The seed soaking agent contains gibberellins, calcium chloride, synergist and a solvent A, wherein one liter of seed soaking agent contains 45 to 55 micrograms of gibberellins, 5 to 15 grams of calcium chloride, 2 to 5 micrograms of synergist; the synergist is one or two of dividend or tebuconazole; and the solvent A is a mixture of ethanol and water. The seed dressing agent is prepared by a method comprising: dissolving acrylic acid in water, adding ammonia water and aqueous solution of sodium hydroxide, uniformly stirring, adding potassium peroxydisulfate and uniformly stirring; and performing polymerization at 50 to 90 DEG C for at least 20 minutes, and drying the reaction product at 50 to 60 DEG C after the reaction is finished. When wheat seeds are treated by both the seed soaking agent and the dressing agent, which are prepared in the invention, the emergence rate of wheat under a high-drought condition can be improved obviously, namely when the wheat seeds are soaked for 8 hours and dressed by the seed dressing agent at a mass percentage concentration of 2 percent, the emergence rate of the wheat seeds reaches 94 percent which is higher than that under a normal water moisture condition.
