When wheat seeds are treated by both the seed soaking agent and the dressing agent, which are prepared in the invention, the emergence rate of wheat under a high-drought condition can be improved obviously, namely when the wheat seeds are soaked for 8 hours and dressed by the seed dressing agent at a mass percentage concentration of 2 percent, the emergence rate of the wheat seeds reaches 94 percent which is higher than that under a normal water moisture condition.
