The liquid is prepared from fibers, a dispersant, an antifoaming and decontaminating mixed solvent, a mildew preventing and bacterium killing agent, a viscosity reducer, a surface modifier, a metal ion chelating agent, a corrosion inhibitor, water, a naphthalenesulfonate-formaldehyde condensate, an acrylic acid-allyl polyoxyethylene ether-sodium p-styrene sulfonate terpolymer, a naphthalenesulfonic acid-styrene-maleic acid terpolymer, sodium dodecylbenzenesulfonate and potassium persulfate. The liquid has the following advantages: a coating which can be emulsified by the dispersing liquid to form a film makes solvent resin dissolved in an organic solvent, and the resin is dispersed in water with the help of an emulsifier through strong mechanical stirring in order to form an emulsion, so the pigment dispersibility of an aqueous coating is enhanced, and the surface tension is increased, thereby the latent heat of evaporation is large, that is, the influences of the temperature and the humidity on the coating are large; and the dispersing stability is good, the shear resistance is good, the electric conductivity is good, and the corrosivity is good.
