The quick-drying and quick-hardening polymer cement waterproof slurry material includes a liquid material and a powdery material according to a weight ratio of 1:3-4. The liquid material is prepared from following raw materials, by weight: 35-50 parts of a polymer emulsion and 0.05-0.2 parts of a defoaming agent. The powdery material is prepared from following raw materials, by weight: 30-60 parts of sulphate aluminium cement in 42.5 grades, 35-60 parts of quartz sand in 70-200 meshes and 0-10 parts of heavy calcium carbonate in 320 meshes. The slurry material is quick in hardening, is strong in early strength, is good in early water resistant performance, allows an impoundment test to be performed in advance for reducing construction period, is high in adhesive strength with a base material, is green and environmental-protective, and can be used for waterproofing and leakage resistance on various base materials and wall bodies.
