The technology comprises the following three technological processes: an absorption process of the VOCs: continuously introducing VOCs gas, and enabling the VOCs to enter a gathering box to be absorbed by absorption liquid; secondly, an electrolysis process of the VOCs, wherein the gas enters an electrolytic tank of an electrolytic tower through a pipeline, a large number of hydroxyl free radicals with strong oxidizing properties can be generated through an electrolytic reaction of an anode and a cathode under the action of a certain catalyst, the VOCs in a solution can be oxidized into soluble intermediate substances, carbon dioxide, water and other small molecular products by the hydroxyl free radicals, and in addition, a large amount of nanometer foam exists between the cathode and the anode so as to slow down the flowing speed of VOCs in the solution and enhance the electrolysis efficiency of gas; and a circulation process of the absorption liquid: enabling the electrolyzed absorption liquid to pass through a filter plate and a filter screen of the electrolysis tower, and then return to a VOCs gathering box again under the action of a one-way circulating pump for recycling.
