The method comprises the following steps: preparing carboxymethyl starch into a uniform solution having a mass concentration of 0.5-8%; preparing polyvinyl alcohol into a solution having a mass concentration of 2-20%; mixing the carboxymethyl starch solution with the polyvinyl alcohol solution according to a certain ratio, performing uniform stirring, then performing flow casting in a mold, performing deaeration, and placing the deaerated material at room temperature for 6-48 hours; and performing crosslinking with an aldehyde solution in an oversaturated inorganic salt solution under the condition of acid catalysis to prepare the biodegradable carboxymethyl starch / polyvinyl alcohol composite film.
