The treatment system comprises a hydrogenation system, a hydrogen production system and a membrane separation gas comprehensive treatment system; the hydrogenation system is used for receiving hydrogen and raw oil for hydrogenation reaction; the reaction outflow is separated to obtain high separation gas, low separation gas, stripping gas and hydrogenated product oil; the hydrogen production system is used for receiving water vapor and purifying hydrogen production raw material gas for reforming hydrogen production reaction; a hydrogen crude product is obtained after the reaction; and the membrane separation gas comprehensive treatment system is used for receiving the hydrogen production raw material gas, the hydrogen crude product from the hydrogen production system and the high-pressure separation gas, the low-pressure separation gas and the stripping gas which are separated from the hydrogenation system; finally, treatment is carried out to obtain purified hydrogen production raw material gas, carbon dioxide, hydrogen sulfide, hydrogen, fuel gas and light hydrocarbon.
