The preparation method comprises the following steps: subjecting N-methylolacrylamide to cationization so as to obtain N-(dimethylammonium hydrochloride)methacrylamide cationic monomer; subjecting N-methylolacrylamide and trichloro-s-triazine to a substitution reaction so as to obtain N-(dichloro-s-triazine)methyl ether acrylamide with a reaction group; and finally, subjecting N-(dimethylammonium hydrochloride)methacrylamide and N-(dichloro-s-triazine)methyl ether acrylamide to free radical polymerization so as to prepare the polymer cationic modifier. The polymer cationic modifier has weight average molecular weight of 5000 to 20000, and the number of reaction adsorption sites of a single modifier molecule is about 40 to 100. After application of the polymer cationic modifier prepared in the invention to modification of a ramie fabric, the dye uptake rate of the ramie fabric is increased by 15 to 21%, the color fixing rate of the ramie fabric is increased by 18 to 23%, and dyeing performance of the ramie fabric is substantially improved compared with dyeing performance of alkaline denaturated fiber.
