The invention discloses a synthesis method of a CQD (carbon quantum dot) quaternary ammonium salt cationic surfactant and belongs to the field of green manufacturing of fine chemicals. The synthesis method comprises steps as follows: citric acid is taken as a carbon source, a diamino compound with primary amino at one end and tertiary amino at the other end is taken as an N source, an N-doped CQDis synthesized with a hydrothermal method, the CQD is taken as a raw material and subjected to quaternarization with normal halogenated hydrocarbon in ethanol water, and the CQD quaternary ammonium salt cationic surfactant is prepared.
