A ballistic resistant panel which is formed from a ceramic layer and a plurality of fibrous backing layers. A first fibrous backing layer is adjacent to the ceramic layer, and a second fibrous backing layer is adjacent to the first fibrous backing layer. Each of the fibrous backing layers are formed from a network of high tenacity fibers, but the fibers of each of the backing layers have a different composition. Polyethylene solutions are extruded through a multi-orifice spinneret into a cross-flow gas stream to form a fluid product. The fluid product is stretched at a temperature at which a gel will form at a stretch ratio of at least 5:1 over a length of less than about 25 mm with the cross-flow gas stream velocity at less than about 3m/min. A portable perimeter defense system is provided that is configured for preventing unwanted intrusions by vehicles or other heavy and fast-moving vehicles into a protected area while also providing requisite ballistic resistance capabilities. The defense system includes at least one individual modular barrier that can be readily transported to a point of use and can be secured in place without requiring heavy equipment or power sources, such as electricity. A self locking fastener system is disclosed for light-weight ballistic resistant applications. The fastener system includes a ballistic resistant cap nut with an integral shoulder. The shoulder is formed onto the mating surface of the cap nut and is keyed to lock with a cut-out in a structural member to which the fastener system is secured. In a commercial aircraft, the cap nut is located on the passenger cabin side of the ballistic resistant flight deck door and prevents tampering therewith that might otherwise lead to disassembly or damage to the fastener system and degrade the ballistic resistance of the door assembly. Thus provided, the fastener system is resistant to removal by manipulation of the cap nut as well as damage from ballistic projectiles. The shoulder of the cap nut increases the shear area of the fastener along the plane of the mating surface thereby enhancing the fastener's resistance to shear loading.
