The method comprises the following steps of vaporizing a glycerin water solution and ammonia gas by heating, and mixing the glycerin water solution and the ammonia gas, and then, enabling the mixture to enter a fixed bed reactor to react at normal pressure and the temperature of 270-550 DEG C, wherein the molar ratio of glycerin to the ammonia gas is 1:(3-11), and the volume space velocity that a mixed gas of the glycerin water solution and the ammonia gas passes through a catalyst bed layer is 200-1800h<-1>; and carrying out ammoniation cyclization under the action of a catalyst to generate the pyridine base compounds, wherein the pyridine base compounds include pyridine, 2-methylpyridine and 3-methylpyridine.
