System, apparatus and method for wireless notification

The present invention is a system and method for wireless emergency notification. In embodiments, a Civic Notification Service Centre (CNSC) generates a notification message, the notification message including a location identifier and notification information. The location identifier represents a geographical area such as a postal code, city street, neighborhood, or municipality. The CNSC transmits the notification message to a message switch that translates the location identifier to at least one device identifier such as a CAP code that is allocated to a set of notification devices assigned to the geographical location defined by the location identifier. Alternatively, the device identifier could be directly input within the notification message. After translation, the resulting notification message is transmitted to a set of base stations which subsequently transmit the notification message to a plurality of notification devices. The notification devices programmed with the device identifier within the notification message process the notification information. In some cases, a select set of base stations could be defined to transmit a notification message and therefore a limited wireless coverage area would be used that primarily focuses on the geographical area defined by the location identifier of the message. This notification system allows for the bypassing of the PSTN which ensures that in times of emergency, when the PSTN tends to be over-loaded, the notification message can still be delivered to the appropriate notification devices.

A system for providing a tour of a venue includes a central computer for creating the tour, at least one venue server computer, communicatively connected to the central computer remotely at the venue, for storing the tour, and at least one portable device, communicatively connected to the venue server computer at the venue, for obtaining the tour from the venue server computer. The at least one portable device includes a GPS receiver or other geographic location identifier. Particular “point of interest”-specific content of the tour is output by the portable device whenever the device is located at the geographical location of the coordinates for the point of interest. The specific content of the tour so output by the portable device includes multimedia, including, for example, text, graphics, audio, video, and others. The portable device is carried by a tourist or other user and provides interactive multimedia to guide during the tour. Tours are created and edited at the central computer, and then communicated to the venue server computer. The venue server computer is located at or near the venue of the tour, and thereat writes the relevant tour or tours to the portable device. The venue server computer includes security, control and payment systems for access to use the portable device. The portable device logs usage information for the device, and this information is communicated back to the venue server computer and on to the central computer.

A procedure is provided for detecting (S110) a data unit loss indication, in response to the detection of a data unit loss indication, performing (S311) a retransmission, subsequent to said retransmission (S311) waiting (S312) for an acceptable acknowledgment message carrying the sequence position identifier indicative of said data unit indicated as potentially having been lost, and distinguishing (S317) whether said acceptable acknowledgment message relates to an original transmission, and in response to distinguishing that said acceptable acknowledgment message does not relate to said original transmission, performing (S318) a congestion response step, while in response to distinguishing that said acceptable acknowledgment message relates to said original transmission, said output limiting parameter is adapted (S319) based on one or more duplicate acknowledgment messages received since receiving the last acceptable acknowledgment message that precedes the acceptable acknowledgment message carrying the sequence position identifier indicative of said data unit indicated as potentially having been lost.
