The method comprises neutralizing acrylic acid with sodium hydroxide to obtain a mixturecontaining acrylic acid and sodium acrylate, uniformly mixing the mixture, an acrylamide monomer, a cationic monomer, a compound dispersing agent composed of a nonionic dispersing agent and an amphoteric dispersing agent, a surfactant, at least portion of an inorganic salt, a hydrophobic monomer, a chelating agent and water to obtain a solution, feeding nitrogen into the solution to remove oxygen,adding an initiator to initiate a polymerization reaction, and carrying out aging salting-out treatment to obtain the water-in-water amphoteric polyacrylamide emulsion. The preparation method has simple processes, utilizes easily available raw materials, realizes a low cost, needs less corollary equipment, is easy to operate in situ and has huge economic benefits. The water-in-water amphoteric polyacrylamide emulsion has the characteristics of good dispersibility, low apparent viscosity, high dilution viscosity, high content of active ingredients, dissolution fastness and resistance to storage.
