The method comprises the steps of (1) preparing foamed copper, namely mixing copper powder with an alkali metal salt, preparing a green body, sintering under protective atmosphere to obtain a sintered blank and then removing the alkali metal salt to obtain the foamed copper; (2) soaking the foamed copper obtained in the step (1) into a colloid solution of nickel hydroxide and cobalt hydroxide, drying and burning under reducing gas atmosphere to obtain the foamed copper loaded with porous nickel-cobalt metal; and (3) carrying out cracking reaction on the foamed copper, loaded with the porous nickel-cobalt metal, obtained in the step (2) in a mixed gas of gaseous alkyne and an inert gas to obtain the foamed copper loaded with the porous nickel-cobalt metal and nanocarbon particles.
