According to the specific scheme, an MEC entity receives a first request message sent by a source base station, wherein the first request message is used for requesting a first parameter, the first parameter is used for the source base station to determine a target cell to be switched by target UE, the target cell is provided with service by the target base station, and the target base station is the same as or different from the source base station; and the MEC entity sends the first parameter to the source base station. The embodiments of the present invention are applied to a scenario of cell handover.
