The preparation method comprises following steps: firstly, under strongly acidic conditions, an organic titanate, an inorganic zircon salt, and an inorganic calcium salt are added, an obtained mixture is subjected to stirring and hydrolysis so as to obtain a composite precursor solution A; secondly, a certain amount of water is added into the solution A for dilution, and at the same time small amounts of sodium stearate, paraffin, and polyethylene glycol are added, water bath is used for temperature controlling, and an emulsion B is obtained; the emulsion B is separated so as to obtain a solution C and a wet filter cake D; and at last, the solution C is recycled to dilute the solution A, pH value of the wet filter cake D is adjusted to 7 with ammonium hydroxide, and a white filter cake is obtained via filtration, is dried at a certain temperature, and is subjected to ball milling so as to obtain the modified titanium dioxide pigment.
