The method comprises the following steps: conveying dedusted, cooled and pressurized smelting plant limekiln tail gas into a pressure regulating valve group station in a converter workshop through a pipeline, regulating the pressure to 0.8-1.2 MPa, and carrying out deoiling and dehydration treatment to obtain pressure-regulated tail gas for blowing; and conveying the pressure-regulated tail gas for blowing to a carbon material spraying system of a converter, and blowing a carbon material intoa converter vaporizing and cooling flue through a spray gun with the pressure-regulated tail gas as a conveying gas during the recovery of the converter gas, or blowing the carbon material into a position between the converter and the vaporizing and cooling flue.
