The device comprises a damaged sector managing unit, a disc driving unit, a damaged sector monitoring unit, a universal cache memory unit and a damaged sector replacing unit, wherein a database memory partition for loading a damaged sector database is divided in the hard disc by the damaged sector managing unit when a system is started, a mapping sector is divided from the database memory partition when the judgment of the damaged sector monitoring unit shows that the damaged sector exists in the current sector and writing-in operation is carried out by the universal cache memory unit, and the indexing information of the bad sector and the mapping sector is stored by the damaged sector database; a system file data block in which the sector corresponding to the damaged sector is positioned is marked as a damaged block by the damaged sector replacing unit during reading operation, and the information of the bad sector is duplicated to the mapping sector by the damaged sector replacing unit; when writing-in operation is successfully carried out on the mapping sector by the disc driving unit, the corresponding sector of the damaged sector database is updated by the damaged sector managing unit. The invention further provides a corresponding method. Through the utilization of the device and the method, the technical problem in the prior art that the damaged sector cannot be automatically monitored or the damaged sector cannot be automatically replaced is solved.
