The method comprises the steps of detecting signal strength in an idle state; determining whether a terminal initiates a transmission service, if yes, starting active roaming, and if not, starting passive roaming; searching, based on a roaming list, a channel with signal strength greater than or equal to a weak signal threshold, locking the channel and residing; failing to find an instruction indicating transmission failure, and switching to passive roaming; scanning the roaminglist circularly, determining whether a channel with signal strength greater than a strong signal threshold exists, if yes, locking the channel and residing; if not, finding out a channel with highestsignal strength in the roaming list and determining whether the signal strength of the channel is greater than the weak signal threshold, if yes, locking the channel in which the signal is and residing, circularly scanning whether the signal strength of the channel is greater than the weak signal threshold in residing period, if yes, recalculating the residing period, and if not, re-switching to passive roaming when the residing period expires.
