When the wheel skids or slides on the road surface, the guide means are arranged move at least one section (162; 362) of the element away from the second central axis to force the friction means of the at least one element section (162; 362) towards braking engagement with the road surface. When the wheel rolls on the road surface, the guide means are arranged to rotate the element about the first central axis. A vehicle wheel comprises the above-mentioned apparatus.
