The apparatus can be attached to the vertical supports of the boat tower by releasable connectors or mounts at a plurality of points, and can subsequently be easily and completely removed from the tower. Upon release of only some of the connectors, the rack pivots relative to the tower to enable the storage area of the rack to be brought closer to the user, making it easier to load and unload cargo. The entire rack can also pivot and fold down with the boat tower for storage, towing, and areas of limited clearance. An alternate embodiment provides a sliding arrangement so that the rack apparatus slides longitudinally on one or more of its rails or sides relative to the mount, and can pivot downwardly at any point during or at the end of the sliding displacement.

A liquid suction device (10) for delivering liquid from the inside of a tank (3) storing the liquid as a cargo to the outside of the tank (3), the liquid suction device (10) provided with a pump (12) that is housed in an inner space (S1) formed by a partition wall (11) vertically arranged upward from a bottom surface (4) of the tank (3) and side walls forming the tank (3) or an inner space formed inside a container arranged on the bottom surface (4) of the tank (3) or in the vicinity of the bottom surface of the tank (3), suctions the liquid existing in the inner space (S1), and delivers the liquid to the outside of the tank (3) through a pipe (52) for cargo work, wherein the partition wall (11) or the container is provided with an opening (22) for circulating the liquid, and a check valve (23) for allowing a flow from the opening (22) into the inner space (S1) and regulating a flow from the opening (22) to the outside of the inner space (S1).
