A lipstick and a preparation method therefor. The lipstick comprises, by mass percentage, 51%-78% of an oil phase; 20%-40% of an aqueous phase; 0-5% of an active substance; 1%-12% of an emulsifying composition; and 1%-5% of an emulsifying-enhancing composition. The emulsifying composition comprises lauryl PEG-9 polydimethylsiloxyethyl dimethicone, caprylic / capric triglyceride, polyglycerol-3 oleate, and polyhydroxystearic acid. The emulsifying-enhancing composition comprises a Rhus succedanea fruit wax and sorbitan olivate. The lipstick has a high water phase content, so that this lipstick offers excellent hydrating feel and moisture retention property, along with a uniform and fine texture.
