The invention discloses a saline-alkali region water resource regulation and storage utilizing system containing storage and permeation pipes. The saline-alkali region water resource regulation and storage utilizing system comprises a soil body and water storage wells; the soil body comprises a planting soil layer, a permeable membrane layer, a water storage layer, waterproof layers and a saline-alkali soil layer which are sequentially arranged from top to bottom; a trench protruding into the saline-alkali soil layer is formed in the lower surface of the water storage layer and internally provided with a concealed conduit; the water storage wells are formed in the soil body at intervals; cobble ditches are formed in the upper surfaces of junctions of the planting soil layer and structuressuch as surrounding roads or squares, and fully filled with cobbles; and a water collecting opening is formed in the surface of the planting soil layer, the water storage pipe is arranged below the water collecting opening of the planting soil layer, the lower part of the water collecting opening communicates with the water storage pipe through a pipeline, and the side of the water storage pipe isprovided with the multiple permeation pipes. According to the saline-alkali region water resource regulation and storage utilizing system, rainwater collected into the planting soil layer after precipitation can be very effectively collected, and salt return of the saline-alkali soil layer to the planting soil layer is avoided; and the greening elevation of saline-alkali land can further be lowered, and the earth volume is decreased.
