database, breaking them down into quarterly OKRs for departmental management, and further subdividing them into monthly KPIs for the grassroots execution level, forming a three-level indicator mapping table; and using the
Analytic Hierarchy Process (AHP) to assign weights to the three-level indicator mapping table, generating a strategic decision-making level weight vector, a departmental

tensor. This invention achieves cross-level collaborative adjustment by converting the organizational structure
