The invention discloses a 3G network video monitoring system, comprising a sending end, a frame rate control and a receiving end. The sending end is arranged in an internet protocol camera, sends network monitoring pictures and comprises the frame rate control, a video encoder and a sending module. The frame rate control masters the current network bandwidth through a response mechanism, and adjusts the encoding strategy of the video encoder and the sending strategy of the sending module in real time according the current network bandwidth. The receiving end comprises feedback control, a video decoder and a QoS (Quality of Service) monitor and receives the network monitoring pictures sent by the sending end. The invention also discloses a 3G network video monitoring method. By adopting the 3G network video monitoring system and method, the images are smoother, delay is less, and no blurry screen exists.
