Method and apparatus to provide centralized call admission control and load balancing for a voice-over-IP network

An admission control and load balancing system controls admission of packet streams or calls to a network and balances the packet traffic across the network, improving quality of service. The system includes a central database which stores information including cost data associated with individual paths and links across the network. A processor, in communication with the database, coordinates the admission control and load balancing decisions, and updates of the database cost data to reflect the dynamic network conditions, based on input from appropriate data sources. In one embodiment, referred to as the exact algorithm, the database is consulted by the admission control points or gatekeepers prior to admitting each arriving packet stream, and the database contents are updated call-by-call to reflect the allocation of resources to each admitted stream. In another embodiment, referred to as the inexact algorithm, control decision as well as database updates occur on a periodic rather than on a call-by-call basis to promote better scalability. In this embodiment, the processor periodically calculates admission decisions based on cost data in the central database. These admission decisions are then periodically forwarded to a satellite database associated with each gatekeeper, for storage and use in admission decisions until the next update epoch.

A first access gateway provides an interface between the IP network gateway and the first radio access network, whereas a second access gateway provides an interface between the IP network gateway and the second radio access network. A handover interface is provided between the first access gateway and the second access gateway for enabling the MS to switch between the first and second radio access networks with minimum latency.

Quality of service support at an interface between mobile and ip network

A signaling regimen between a mobile station MS, a radio node RN, and a packet data switching node PDSN enables a quality parameter to be applied to packets moving between a mobile and a CDMA2000 network. The MS creates a new flow for packets of a certain data type and sends a related quality parameter for that flow to the BS. The BS determines whether an existing or new service instance will carry the new flow, and obtains authorization for the service instance to meet the quality parameter from the PDSN. The BS or PDSN builds a map between flow and a policy that ensures the quality is met, and the map is used to place different packets into the appropriate flow and service instance. Policies and enforcement may differ on uplink and downlink.

In one embodiment, techniques provide QoS-aware service flow mapping in an access network. A message is received from an access device at a gateway in the access network. The message includes a traffic flow specification. The traffic flow specification may include packet filter information, which is used to install a packet filter to route traffic to the access device. The gateway creates a session and associates the packet filter with it. When an incoming packet is received at the network device, the packet is matched to the packet filter. The incoming packet is then sent to the access device for the session. The traffic flow specification may also specify QoS parameters that are desired. The QoS parameters may then be applied to the packet sent to the access device. The gateway and access device may negotiate to determine a QoS to apply.
