The embodiment of the invention provides an electronic toll collection (ETC) system based on complete vehicle weighting. The ETC system comprises a vehicle weighting platform, an RSU (Remote Subscriber Unit), and a driveway controller, wherein the vehicle weighting platform is used for collecting the weighting information of a vehicle which is provided with an OBU (on board unit) and collecting the real-time position information of each axle of the vehicle, and the information of the type of the vehicle, and transmitting the weighting information, the real-time position information of each axle of the vehicle, and the information of the type of the vehicle to the driveway controller when the vehicle runs; and the RUS is used for searching OBU information of the vehicle, and transmitting the OBU information to the driveway controller. According to the electronic toll collection system based on complete vehicle weighting, the vehicle weighting platform is in combination with the conventional ETC electronic toll collection system, thus, an automatic collection system integrating weighting and ETC is obtained; and a common ETC driveway is provided for trucks and passenger cars; and the passing efficiency of a highway is greatly improved.
