The invention discloses a composite insole with a gradient function and a making method thereof. The composite insole is made by compositing a modified EVA foamed insole with an insole cloth, wherein the modified EVA foamed insole is made of a plant fiber powder-modified EVA composite foamed material. The plant fiber powder-modified EVA composite foamed material is prepared through a method comprising the following steps that plant fiber powder is modified by a silane coupling agent; an ethylene-ethenyl ethanoate copolymer and the modified plant fiber powder are mixed and then blended; a foaming agent, a cross-linking agent and a foaming aid are added into the blended system to continue to be blended; the blended materials are pressed into a sheet; a release agent is sprayed to a mold of a foaming machine, the sheet is added into the mold for mold pressing foaming, and then the plant fiber powder-modified EVA composite foamed material is obtained. The insole cloth is a blended cloth of blast fiber and chemical fibers. According to the composite insole and the making method thereof, the processed hemp stem core powder is added into the EVA foamed insole, therefore, a gradient from functions to mechanical properties is formed, and the wearing requirements of sports shoes and boots, functional training shoes, leather shoes and the like are effectively met.
