A self-hardening slurry and method is provided that can be used to prepare geotechnical construction materials with suitable properties so as to be useful in the construction of underground water cutoffs and other water barriers designed to achieve the required hydraulic conductivity, e.g., about 10"6 or K?7 cm per second. The slurry composition of the present disclosure relates to a dry mixture that is added to water to provide a self-hardening slurry (SHS) composition that obtains a significant reduction in the amount of Portland cement (or OPC). The SHS is formed using high- silica materials to replace significant amounts of OPC which will lower overall costs and be more acceptable under regulations governing such structures. The slurry composition can be used to form products like slurry walls that will provide advantageous engineering properties with regard to strength and hydraulic conductivity or permeability at lower cost.
