A method for performing a cell reselection in a system comprised of a hierarchy of cells, wherein cells of one layer of the hierarchy have a size that differs from cells of another layer of the hierarchy. The method includes steps of (a) identifying to a user equipment a layer to which individual cells in a neighbor cell list are associated; (b) when performing neighbor cell measurements for reselection purposes, avoiding a measurement of cells in the list that are larger than a current serving cell unless a Cell Selection (S) parameter falls below a search threshold parameter (Ssearch), and is greater than zero; and (c), if S is less than or equal to zero, and no cell reselection to a better cell is in process, beginning a measurement of neighbor cells without regard for their hierarchical level. If the user equipment has made cell reselection to N different cells on the same hierarchical layer within a time Tmax, the user equipment initiates a reselection procedure for larger neighbor cells. This procedure accommodates user equipment that is moving at a relatively high speed through the cells. If the user equipment locates a larger cell, which fulfills cell reselection criteria Sn > 0 and Qn > Qs+Qoffsets,n+Qhyst for a period of time Treselection, cell reselection to the larger cell is made. A method is proposed for communication traffic load balancing between cells of a communication system which are differently loaded. An evaluation factor is determined by a predefined mapping function for each of a home cell k and at least one other cell l, each evaluation factor being a measure of the load on the respective cells. At least one comparing factor is determined with respect to the home cell evaluation factor by comparing the evaluation factor of the home cell with those of the at least one further cells. Each of the comparing factors has a corresponding traffic load penalty factor. The traffic load penalty factors are a measure of load difference and/or transmission quality between the cells. This assignment is repeated in a loop such that current traffic load penalty factors are determined depending on predefined traffic load penalty factors and/or forerunner traffic load penalty factors determined in earlier cycles of the loop. The current traffic load penalty factors are used to evaluate unused transmission capacity of a cell and/or cells in comparison to the home cell and/or a time at which at least a part of the traffic of the home cell is handed over to at least one cell with unused capacity.

Another example identifier is the cell where the mobile terminal received the page. Cell evaluation and selection processes need only be performed while the mobile terminal is listening to the paging channel, for example, thereby saving mobile terminal battery life. Since the mobile terminal checks for an optimum cell just before it transmits a paging response, it ensures that the optimum cell is used, thereby improving the quality of the communication. As a result, there is less chance of increased interference caused by the uplink transmission, of a lost connection, or of an error in the message.
