planning method comprises the following steps: determining
operating time according to planning time and maintenance time, and determining a
ranking index of a unit according to
coal consumption; and determining a peak regulation coefficient of the unit according to maximum output, minimum output, the
operating time,
station power consumption rate, preset electric quantity of a
power grid, load
rate difference regulation coefficients and the
ranking index; and determining the
generating capacity within the planning time according to the maximum output, the minimum output, the
operating time and the peak regulation coefficient, determining on-grid energy within the planning time according to the
generating capacity and the
station power consumption rate, and determining the load rate within the planning time according to the
generating capacity, installed capacity and the operating time. The maximum output and the minimum output are the maximum output and the minimum output after a non-
heat supply unit and a
heat supply unit supply heat; participation of the
heat supply unit into peak regulation is considered; energy-saving power generation dispatching requirements and peak regulation requirements of a power
system are taken into account; and an energy-saving power generation dispatching plan obtained through the energy-saving power generation dispatching
planning method and
system has relatively high practicability.
