The use of the CCM and an MEA having the same results in a decrease in the interfacial resistance between the electrodes and the electrolyte membrane, a decrease in the amount of the catalyst used in the electrode catalyst layer, and a decrease in the thickness deviation in the electrode layers. The fuel cell employing the MEA exhibits maximal activity of the supported catalyst, and has improved cell characteristics such as output voltage, output density, efficiency, and the like.

The regenerating container and the steam condensing heat recoverer are connected with each other through a steam passage, a heater is arranged in the regenerating container, and the regenerating container is respectively connected with a low-concentration anti-frozen solution passage and a high-concentration solution passage, a first heat exchanger is arranged in the steam condensing heat recoverer and provided with a heat exchange medium inlet and a heat exchange medium outlet respectively, and the steam condensing heat recoverer is provided with a condensate water outlet. The anti-freezing solution regenerating and recovering device has the advantages of regeneration of anti-freezing solution, heat recovering and frost-free running of a heat pump and the like, freezing of the anti-freezing solution is avoided, and high-efficiency, continuous and stable heat supplying of the heat pump air conditioning system is technically guaranteed by heat collecting of a steaming type condenser or a water cooling tower. Further, the application range of an air source heat pump of the steaming type condenser or the water cooling tower is effectively expanded at low-temperature areas.
