The invention relates to a novel multi-stage planting defluorinated water treatment technology based on a pre-reverse osmosis technique. The technology is characterized by comprising the steps that fluorine-containing raw water, a water treatment agent and planting type hydroxyapatite filter particles are taken as starting raw materials, fluorine-containing raw water pretreating, suspension mixing preparing, first-stage planting of the planting type hydroxyapatite filter particles, second-stage planting of the planting type hydroxyapatite filter particles and defluorination treatment water filtering are conducted, and then treated defluorinated clean water is obtained. According to the novel technology, a planting function and an implanting function are integrated into a whole, both the requirements of planting fluorapatite crystal galactite and the requirements of implanting fluorapatite crystal galactite can be met through first-stage planting and second-stage planting, the planting process and the implanting process are circularly conducted, therefore, the service life of the planting type hydroxyapatite filter particles is greatly prolonged, and regeneration equipment for the planting type hydroxyapatite filter particles does not need to be additionally arranged.
