The method comprises the steps that an Internet protocol address corresponding to a to-be-detected object identifier is acquired; a user datagram protocol (UDP) message is sent to a user terminal corresponding to the Internet protocol address at an adjustable broadband rate, and the UDP message corresponding to the adjustable broadband rate is used for enabling a link between target network equipment corresponding to the to-be-detected object identifier to generate network congestion; when it is detected that the link is changed from the first network state to the second network state, the corresponding maximum broadband rate when the link is in the network available state is obtained, one of the first network state and the second network state is the network available state, and the other one is the network congestion state; and processing is realized according to the corresponding maximum broadband rate when the link is in the network available state to obtain the maximum available bandwidth of the link with the target network equipment. According to thescheme provided by the invention, the accuracy of bandwidth measurement can be improved.
