Characteristic selection is performed by adopting document frequency (DF), and classification is performed by using minimum risk-based double threshold Bayesian decision. The method can be used for reducing the calculation amount of an estimation algorithm on the basis of ensuring estimating precision, thereby ensuring the real-time receiving performance of the system.

The method comprises the following steps that: a vehicle inside a first management region transmits vehicle travelling state information receiving and transmitting records to roadside equipment to which the vehicle belongs through a base station of a third generation mobile communication network; the roadside equipment calculates network performance parameters of a WAVE-based wireless network according to the vehicle travelling state information receiving and transmitting records; a judgment on whether any network performance parameter surpasses a preset threshold value is made, an optimum transmitting rate value is calculated by using the network performance parameters if any network performance parameter surpasses the preset threshold value by judgment and the optimum transmitting rate value is broadcast to a vehicle inside a first coverage area through the WAVE-basedwireless network; and the vehicle in the first coverage area broadcasts the optimum transmitting rate value to the vehicle which is outside the first coverage range and inside the first management region by using a multi-hop router through the WAVE-based wireless network. By the method and the system of the invention, the vehicle travelling state information transmitting rate can be adjusted in real time and accuracy is enhanced.
