A two-roll toilet paper dispenser promotes sanitary cleanliness in private and public restrooms by dispensing both dry toilet paper and wet toilet paper-style wipes. A wet wipe cartridge fits in one of the two chambers of a conventional commercial two-roll toilet paper dispenser to convert the two-roll toilet paper dispenser into a wet and dry toilet paper dispenser. The wet and dry toilet paper dispenser offers both the cleaning agent of the wet wipe and the comforting feeling of a dry wipe. The wet wipe cartridge is preferably retrofit for a two-roll toilet paper dispenser that is already in place. The wet wipe cartridge is sealed when not in use to prevent the wet wipes from drying out. A sealable opening on the cartridge allows access to wet wipes while keeping the cartridge sealed when not in use.

A gel is bottled in a plastic container and the top fitted with a pump for delivery of a small quantity of the gel onto dry toilet paper. The gel can thus be hygienically applied to the peri-anal area using the thus moistened toilet paper, and the area wiped dry with a second piece of toilet paper. The invention relates to a hygienic paper dispenser that stores dry toilet paper and dispenses moistened hygienic paper. To this end, the dispenser contains a housing, roll holders for holding the hygienic paper, a moistening unit that is equipped with a liquid reservoir, a moistening roll, and at least one liquid tank, which communicate with one another, and a dispensing unit comprising a hygienic paper advancing roll that is in contact with the moistening roll with the hygienic paper being situated therebetween. The dispenser can be divided into a base housing and an insertion part. The inventive dispenser is advantageous in that commercially available toilet paper is stored, and moistened hygienic paper is dispensed with a defined length or with any length, and in that the dispenser has a simple design and is easy to operate.

A dispenser for hygiene paper is proposed which makes available dry toilet paper and dispenses moistened hygiene paper. The sealing first layer in conjunction with the third layer contains the moisture of the second layer. The pre-moistened second layer is infused with a quick drying anti-bacteria solution that kills germs and bacteria on contact. The third layer is an ultra thin biodegradable plastic to prevent seepage between the second and fourth layers. The fourth layer is a dry absorbent material used to remove any remaining moisture from the toilet seat. The wipe is sealed in an outer pouch to maximize shelf life. The biodegradable wipe can easily and safely be disposed of following use with reduced environmental impact.

When the belts (16) are moved, the sheet (10) is pulled from the roll (24) and the edge portions (26) are transported around the perimeter of the waste receptacle by the belts (12) in cooperation with the low friction surfaces (20) thus causing a liner to be formed inside the waste receptacle.

After stopping the spraying of sanitizing fluid, the toilet is flushed using suction, lowering the air pressure under the toilet seat cover.
