system for optimizing quota-based cost estimates in
engineering projects, relating to the field of
engineering cost
estimation technology. The invention includes: a process action atom
library construction module, used to decompose quota items into multiple process action atoms, and to
label each process action atom with a cost driving factor and the
function type of the cost driving factor. By constructing a process action atom
library and a cost driving factor
system, this invention achieves refined
decomposition of quota items, laying a data foundation for conversion based on the essence of the process; it introduces a
process knowledge graph to store the
process logic and cost transmission relationship, enabling the
system to have process reasoning capabilities, making the conversion process more consistent with
engineering reality; the intelligent conversion engine executes differentiated nonlinear conversion rules based on cost driving factors, solving the
systematic deviation caused by the traditional linear scaling "one-size-fits-all" approach, and effectively improving cost
estimation accuracy.
