A flowable luminescent coating composition includes a curable thermoset resin, a filler material, two or more solvents, a plasticizer, a stabilizer, phosphorescent aluminate particles. The phosphorescent aluminate particles are present in the flowable luminescent coating composition at a concentration of 30 to 70 % by weight of the composition. The composition in a cured form has an intensity of glow of 1-50 candelas per square meter for a period of 0.1 to 2 hours upon excitation with ultraviolet light for 5 to 120 seconds.
