A collar member includes a wire collar frame secured to the tubular wire frame and is covered by a flexible filter material to filter storm water flowing between the tubular frame and the water pipe and to form a stop which prevents the tubular frame from moving further into the pipe. A top portion of the tubular wire frame is uncovered by filter fabric to define an overflow opening for storm water with very light sediment to flow into the storm water pipe.
