When the metering value acquired by the gauge of the first changing catching metering device is more than a first threshold value, the second spiral packaging device and the second changing catching metering device are maintained in a non operating state. When the metering value acquired by the gauge of the first changing catching metering device is less than the first threshold value but more than a second threshold value lower than the first threshold value, the second changing catching metering device does not operate and the second spiral packaging device supplements the packaged object in an amount not corresponding to the pulse count. When the metering value acquired by the gauge of the first changing catching metering device is less than the second threshold value, the second changing catching metering device performs changing catching metering of the bag and the second spiral packaging device supplements the packaged object.
