The sphygmomanometer comprises an upper arm cuff including a motion detection unit, a sphygmomanometer processing and control unit, a pressure detection and control unit, a measurement starting unit and a feedback unit, and the sphygmomanometer processing and control unit, the pressure detection and control unit, the measurement starting unit and the feedback unit are integrated with or split from the upper arm cuff. The sphygmomanometer processing and control unit obtains a signal of the arm state detected by a motion sensor in real time, and when the arm is in a stationary state, starting of once blood pressure measurement is allowed. When the arm is in a moving state, starting of blood pressure measurement is forbidden, the user is reminded in a visual sense, auditory sense or touch sense manner through the feedback unit to keep the upper arm stationary for carrying out blood pressure measurement. At the dynamic blood pressure predetermined measurement moment, if the arm is in a moving state, measurement is carried out in a delayed manner. According to the invention, the blood pressure measurement effectiveness can be improved, especially when dynamic blood pressure measurement is carried out, ineffective measurement generated due to movement of bodies and arms is reduced.
