The invention discloses a compound vibration-isolating and buffering device. By the compound vibration-isolating and buffering device, when an installation space is limited, electronic equipment can work reliably and durably under the conditions of severe vibration and impact. The compound vibration-isolating and buffering device is compounded by a steel rope vibration absorber and a rubber vibration absorber, and is provided with a lower base and an upper pedestal; the lower base is used for bearing the electronic equipment; the upper pedestal encircles a U-shaped border which is arranged on the side of a lower bottom surface and higher than the bottom surface of the lower base; and the upper pedestal which is higher than the bottom surface is arranged on three sides of the lower base surface. The steel rope vibration absorber is symmetrically and horizontally arranged between the lower base and the upper pedestal and is fixed by a bolt to realize the first-order vibration-isolating function in X, Y and Z directions; and the rubber vibration absorber is vertically arranged between the lower base and the upper pedestal and is fixed by a bolt, and the rubber vibration absorber realizes the second-order vibration-isolating, buffering and limiting functions when the device resonates and is impacted. The intrinsic vibration-isolating and buffering conflict of the conventional vibration isolator is solved to a certain extent, and the resonance peak can be reduced quickly.
